Who starts the account

You install the module. The client's own administrator starts the account, because it is their contract with Tieroo.

Start with Tieroo asks the person who presses it to accept the Tieroo terms of service and data processing agreement on the company's behalf. The client is the controller of their customers' data, and Tieroo processes it for them. Billing goes to the client's card and VAT number.

What you can do for the client afterwards: set up the loyalty programme, design the card with them, set up the QR join page and the levels. These are ordinary Odoo settings, done in the client's Odoo.
